The Hachenberg Turbine Company was incorporated in New York in 1908 and was based in Flushing, Queens.
The company was founded by Bronx resident Louis Hachenberg - who has signed this piece as the company President.
The company owned a pair of patents for an automotive turbine engine, but it doesn't appear that was ever commercially produced.
