Historical Context
The roots of this company date back to the 1840's with the formation of the Cairo City Company (from the remnants of the Cairo City and Canal Company.) The company became the Cairo Trust Property in 1876.
The company sold and leased land in Cairo, Illinois' Drainage District. The district was officially established in 1889 and was enclosed by a series of levees 14 to 15 miles in length. The levees helped reclaim some 4,000 acres of land from the encroaching rivers (in particular, the Ohio) that flanked the city.
Cairo's levees were first built in 1851 and suffered natural deterioration over the years until the early 1880's when it was determined that they would need to be shored up to hold back the surrounding waters. The Cairo Trust Property, and its resident agent Samuel Staats Taylor, initially blocked the restoration effort, claiming the resulting tax increase would be too high. But a devastating flood in 1884 forced a compromise and the levee system was upgraded, leading to the formation of the Drainage District.
