Historical Context
The Sioux City Northwestern Railway Company was incorporated in Iowa in 1890.
The company was formed to build an air line railway from the Keya Paha River near the Nebraska border through the Sioux City reservation in South Dakota's Black Hills.
In order to do, the company needed to get the approval of the Native Americans, but it doesn't appear that ever came, as there is no record of the company completing the line.
