    The People’s Passenger Railway Company of Philadelphia was founded in 1875 as a consolidation of a number of Philadelphia trolley lines by Robert Niedermark Carson, a member of the William H. Shelmerdine and Company brokerage firm.

    The People’s Passenger Railway was subsequently sold in 1893 to the People's Traction Company of Philadelphia, which in turn was leased in 1896 to the Union Traction Company, which was eventually leased in 1902 to the Philadelphia Rapid Transit Company.

    In 1883, Capt Shreve Ackley and his employers (George F. Work & Company) were charged with embezzlement and defrauding the People’s Passenger Railway Company. After a trial he was found not guilty, although his employers were found guilty on one of the fraud counts. In the same year he sued the New York Times for libel regarding a story they ran about the charges that appeared to indicate they were guilty.
