Historical Context
The Rock Island, Peoria & St. Louis Railway was incorporated by Dwight L. Wing to build a line from the Rock Island & Peoria Railway in Peoria to the Mississippi River at East St. Louis.
Wing formerly controlled a line between Litchfield and Splingfield, Illinois, together with a branch from Litchfield to Mt. Olive. He also developed a large coal mine at Mt. Olive, and his plan was to secure an outlet for his coal to the Northwest. To that end he entered into an agreement with the Chicago, Rock Island & Peoria railroad, for a connection at or near Peoria, and surveyed a line to that connection. His object was to build under the charter of the Rock Island, Peoria & St. Louis Railway Company, and then consolidate with the line from Springfield to Litchfield, and also to take in the line from Mt. Olive.
He also proposed to build a line from Mt. Olive to East St. Louis or to a connection with what is now known as the Toledo, St. Louis & Kansas City railroad, and secure track privileges to East St. Louis on that line. But before he had developed his scheme the line went into the hands of a receiver.
Wing issued $25,000 of bonds (of which this one) which were worthless, and it was on an account of his he attempted to float them in Paris, when he was arrested.
