Historical Context
The California Navigation & Improvement Company was formed in 1854, establishing steamship routes in San Francisco Bay as well as on the Sacramento and San Jacinto Rivers. In part, it was a consolidation based on ruinous competition between rival steamboat companies (the California Steam Navigation Company and the San Joaquin Improvment Company) during the height of the California Gold Rush.
In 1864, the company offered the first route between San Francisco and the Hawaiian Islands.
One of the company's vessels - the T. C. Walker (which is pictured in the certificate's stunning vignette - was involved in the then-most disastrous accident in the history of Stockton. Near Fourteen Mile Slough, part of one of the boilers of the steamer was blown out, killing five.
The company was eventually purchased by the California Transportation Company.
